A major environmental project to help 16 cities capture tons of their trash before it enters the Los Angeles River moved forward on Thursday when a regional authority awarded a $5 million contract funded with federal Stimulus monies.

The contract will fund the installation of approximately 12,000 trash-collection devices known as catch basin inserts into storm drains, under the contract awarded by the LA Gateway Region Integrated Regional Water Management Authority (LA Gateway Authority). One insert will be installed inside each publicly held storm drain that leads to the LA River, in the City of Long Beach and throughout all of the other 15 Gateway Cities, which are upriver from Long Beach.

Each year, the inserts will prevent an estimated 400 tons of trash, green waste and other debris from entering the storm drain system, which leads to the Los Angeles River and ultimately the Long Beach shoreline.

"For many years, our beaches and coastal water quality have suffered," said Mayor Bob Foster. "This project will help reduce the amount of trash that ends up on the Long Beach shoreline. I look forward to the swift implementation of this project."

In addition, approximately $4 million will be available for cities to install curb-level screens to prevent debris from entering storm drains, and also enable the debris to be collected by street-sweeping equipment.

The yearlong project could start as soon as November 30 and create approximately 200 jobs.

The City of Long Beach has successfully installed hundreds of inserts, screens and even sponge filters already using other funding sources, proving that the technology works and can be easily implemented.

In an average year, the City of Long Beach picks up more than 3,000 tons of trash and other debris deposited on its beaches by the LA River.

"I want to wholeheartedly thank the Gateway Cities Council of Government, all of the upstream cities, and our legislative delegation for all coming together to support this regional project that will have such a positive effect on Long Beach," said City Manager Pat West.

The cities that will receive the catch basin inserts are: Bell, Bell Gardens, Commerce, Compton, Cudahy, Downey, Huntington Park, Long Beach, Lynwood, Maywood, Montebello, Paramount, Pico Rivera, Signal Hill, South Gate and Vernon.

A total of $10 million in American Recovery and Reinvestment Act funds was distributed to the (LA Gateway Authority) via the California State Water Resources Control Board.

@The Man, honestly 100 years ago people didn't realize what they were actually doing to the world. I think that there was not enough awareness and education provided to people at the time. A great example is that in 1872 which less then 3 decades ago, our engineers and developers honestly thought it would be a great idea to build an artificial reef made of over 2 million old tires a mile off the coast of Florida. Yet it proved to be a complete disaster and now they are putting in close to 4 million dollars to try and clean up the mess. To top it off they plan clean up to go well into next year.

Also I think that our pollution in our "bay" has alot to do with the currents and the way our Long Beach beach is formed. It tends to collect in that area and that's just the beginning. Hopefully we will see the benefits of our improvements today, sometime in our lifetime.

About time this is happening. I it's taking over 100 yrs to get this poppin' off? Cherry Beach is disgusting and I will never go swimming in there. Imagine if they would've started this 50 yrs ago, our beach's would be A LOT cleaner by now.

My uncles Church recently built a new parking lot and it was over a 1.5 million dollar project because the city now required these same exact filtration systems. It's considered to be the new technology that must be incorporated into any new drainage system. Whats great about the system is that the filter media, which is I believe is based on a charcoal/ gravel combination, virtually eliminates large debris and significantly reduces oil runoff from vehicles.
I always thought that it was disturbing to see streams of oil running into drains when it rained and now this type of system should help reduce that.

I wish I could see a larger image of the one posted above.

It has always been a concern of mine why cities have never installed screens on any storm drain or any drain at all. It seems as this would be the optimal thing to do. Not only does it keep debris out but it keeps animals and kids from falling into these drains as well. I understand maintenance would be an issue but again it is more likely that street sweeping will take care of the problem. I am glad to see that they are now really doing things to improve the water quality overall because it has been an issue ever since.
